Mud Block - Like a water block! But you move at half speed of water in it, it's not a safe block, and it's brown!
Or slide off its side, and jump or drop.
E.g if you walk on it, you slowly sink, drains speed, and if you stand with low velocity you sink into it forcing you to jump twice to get out of it.

Water that isn't safe, for more complex levels. There isn't really much more to say.

Would it slow you down compared to water? or just be not-safe

It just needs to be a water block with a brown tint, not much to draw here.

It should probably slow you down to about half of what water would.
