I looked on Google and couldn't find an answer to this.

The issue I'm having with winRAR is whenever I try converting a .ZIP file into a .RAR file, it creates a new .ZIP file and doesn't convert to .RAR, so is useless for what I need it to do. Any reason why? 
I can provide context if needed but am wondering why this keeps happening.

Any help would be appreciated, thanks in advance.

Maybe change to 7-zip ecks dee

Try unzipping and then creating a .rar from the unzipped contents.
