It works on the same basis like store item ratings.
Something can have a five star rating but only be rated by one person.
But if it manages to keep a good rating with let's say 1k reviews then it is most likely really good.

Because a level being rated 5* with 1 rating is a lot different to one with 10 ratings
The more ratings, the more reliable the rating is

More QoL than necessary addition although would be nice
While this is a great idea which I love, I don't think it's possible with the way data is stored on the server. Rating works by giving more "voting power" to higher ranks.
