I know what it did; it's rather obvious from reading the code. The exp calculations were overflowing, badly. The patch just fixed levels 100+ to require the same exp as 99.

Yeah, it isn't fun. From reading the PR2 server code, I found it's not accurate for high levels (>99, at least), either.
