I was assuming 1 second was 10 frames... my bad Smile
But you dont don't have to wait for the countdown with jumpstart. As you stated earlier countdown is 2 seconds. Therefore only 1 second is used coming to full speed with said hat.
Assuming the safari hat gives full acceleration it would still take 2 seconds just to be able to use it at the start.
Making it not as op as the jumpstart hat at the start (which is the part that matters the most).
By the middle of the race chances are you are already full speed.

The countdown is 54 frames long. Pr2 runs at 27 frames per second.
Therefore the countdown is 2 seconds long.
3 seconds is 81 frames.

heres an idea while wearing the safari hat your lazers can pierce through blocks and also people

if the design is altered a little to look a little more homey to PR2 (I assume this is a PR2 suggestion), then I for one would be open to any good effect someone comes up with
