Mud Block - Like a water block! But you move at half speed of water in it, it's not a safe block, and it's brown!

Or slide off its side, and jump or drop.
E.g if you walk on it, you slowly sink, drains speed, and if you stand with low velocity you sink into it forcing you to jump twice to get out of it.

It should probably slow you down to about half of what water would.
