This error happens due to hotspot uses. Possible to allow hotspots?

This is an anti-proxy measure. Some hotspots have weird port rules, which can cause connections to pr2hub to come from different IP addresses. In a perfect world, we wouldn't need this check; however, it helps keep ban evaders off PR2.
If anyone technical wants to suggest a better solution, I'll be happy to listen. Otherwise, I think this is going to stay as it is now. Sorries.
