Problem: When you already have a jumpstart hat and pick up another jumpstart hat, you don't get the speed burst
Type of Problem: Client
Expected Behavior: You get a 2 second speed burst
Actual Behavior: You don't get a speed burst. By my recollection, it use to give another speed burst (may need confirmation)
Steps to Reproduce the Problem: Be wearing a jumpstart hat and pick up another jumpstart hat
