It works on the same basis like store item ratings.
Something can have a five star rating but only be rated by one person.
But if it manages to keep a good rating with let's say 1k reviews then it is most likely really good.

While this is a great idea which I love, I don't think it's possible with the way data is stored on the server. Rating works by giving more "voting power" to higher ranks. This is the file that handles ratings if you're interested.
