All of these are really nice!

Maybe their powers could be the following:

Witch Hat -  I agree with Mystery, it can give you the ability to double jump with them dark witch magic! (the second jump could be lower indeed, so it won't break any stages)

Paper boat Hat - gives you 10+ speed and acceleration while on water.

Pirate Hat - doubles the number of sword hits (you can use it six times instead of three)

Sombrero - gives you the ability to see what items are on each item block...? maybe? (I don't know that is the best I could think of xD)

Jester Hat - kind of like the Jellyfish Hat, it makes anybody who stays close to you for too long, lose -5% on all stats for 10 seconds.

Fedora - By pressing the Ctrl key, it allows you to see everybody else's items and how much ammo they got (for interrogation purposes O_O) so you can be two steps ahead on what the other players are gonna be doing. 
a little list pops up telling you ''JBG - Laser gun - two left'' or something.
