Editing together in real time makes it sound similar to Minecraft/Terarria/Starbound.
But none of those games have custom blocks in the same way PR3 does. So it would be very unique.
Also a slight challenge for data optimization since custom blocks = more data per level.

Could it be a separate game mode, with a limited/restricted set of blocks?

Each level could even be set up by a level creator; the starting blocks and player positions. Along with a "block budget" (i.e. overseer only gets 100 basic blocks, 10 push blocks, 10 mines, 5 item blocks, etc).
