I just found an email I sent waaaay back in May 2011:

I also have a few ideas for hats in PR2 and new items:

Item Hat
Effect: Gives you an extra item space.

Jiggmin Hat
Effect: Looks like Kong Hat, but has a J and multiplies Exp by 2.25.

Gravity Hat
Effect: Makes the gravity of your character 0.95.

The new items:

Time Freeze
Effect: Other Players freeze for 5 seconds, and so does the clock.

Slow Motion/Fast Motion
Effect: Everyone slows down/speeds up for 3 seconds.

The weird thing is several of those ideas were added. Jiggmin Hat was described exactly how it is now, other than the hat effect, Gravity Hat was sort of created, as Moon Hat, and Time Freeze was half added. Ice Wave freezes other players, but not the time.
