This block would work exactly the same as a normal mine block, but this would not hurt or stun the player.
Although the normal mine block is mainly harmful, it also has benefits, like getting to places, and getting through crumble blocks super fast. All the benefit would be best extracted from a mine that wouldn't stun/hurt the player.
Even if this version of the mine is otherwise harmless, it would be a nuisance to unwary players (because the explosion)
This mine would look different, and maybe have a different explosion effect.
You could also get these items from the item blocks.
