Rather than only having a fixed amount of art layers ala PR2, it would be nice if players could have as many as needed (or at least a good number more than what is available), both in front and behind the level's geometry. What would also be good is a fixed background layer that doesn't scroll.
I believe PR3R has this feature.

It'd also be a nice option to have a background layer that doesn't zoom either, so it's more consistent with the preset backgrounds. (PR3's 0 depth layers are great for backgrounds except for on this, so maybe a checkbox or something?)

It would be nice to be able to draw on the background layer as well.
This isn't possible in PR2, so any art you draw will be moving in some way.
