Not sure how you're supposed to determine the speed in kph or mph, not that it would be very useful to anyone. I think it would be better to show the in-game speed, if anything.
I thought 1 block = 1m
cos the character is just under 2 blocks tall
EDIT: after checking ingame pixel heights (fullscreen 1080p but with the toolbar making it a bit less) the classic character is 127px high and 2 blocks are 155px (yeah 155 for 2 the blocks aren't exact number of pixels in 1080p with a bit of a toolbar it seems, since the game was meant for 550x400, even though 1080 gives an exact amount the toolbar changes a bit)
but in all that'd make the character ~1.6387m tall which is about 5'4.5"
