Can you  y'all set an option to make the time In 12 hour base? For us filthy Americans' sake. Changing this in settings does not change it in Date/Time of recent posts.

Short answer: no.

Long answer: It's possible to make that a togglable option, but it would be extremely difficult and not something I'm willing to do for such a small change.
