I don't really see any reason to not have custom blocks; I never really found that readability was a concern unless blocks were designed specifically to be hard to read (e.g. for trolling purposes, which is a fun thing to keep). If the game doesn't have custom blocks, I think it would at the very least benefit from having a lot more types of interactive elements that can fill the void and be combined in interesting ways to serve as a source of emergent complexity (similar to what Mario Maker has). Custom blocks not only gave PR3 a lot more depth but gave level creators way more creative freedom.
