[HTML PR2] Santa Hat Constantly Freezes Blocks

the Santa hat doesn't stop freezing the block below the player, it just refreezes the block after the ice vanishes

for regular PR2 It would've let me go through after the first freeze

Edit: it seems like flash pr2 has a delay/cooldown before being able to freeze the same block.
